Frank doesn't have gadgets on the level of SHIELD. And for the record, I think Fury takes it regardless of whether we allow extra stuff. He'd easily hand Frank his ass in unarmed combat, that's for sure. He'd orchestrate a better op to snipe Frank from afar. He'd use his decades of spy experience and stealth training to get the drop on Frank and give himself the element of surprise. Fury's just more skilled than Frank in every way.

The whole premise of Fury's character is basically a cross between James Bond and every shady, off-the-books government spook ever created, then raised to the nth level. Punisher's premise is just a guy with a gun and a sob story who takes criminals down with their own methods. I'll take the guy who's used to manipulating events on a global scale, thanks.

Well, they're both one-trick ponies, really. Wolverine pops his claws and jumps on people. That's his only move. Punisher packs an absurd amount of weapons and empties them all at whomever he's fighting. Given those repertoires, I'd go for the guy with range on his side. :up:

Very true, but we always see Frank shooting the bajeesus out of Logan. I haven't seen Logan do any real damage to Frank. He always claws his shirt up or a little scratch to the face.

It's because his claws weren't re-coated with adamantium. They were coated with modified hair and protein. So, you see, he doesn't scratch Frank too hard because he's constantly in fear of breaking a nail. :(
