That scene involves alot more people than those 4.There's a scene in the sketchbook that shows this scene with more people standing around like Doc Strange,Yellojacket,Namor,She-Hulk,Iron Man,Cyclops,the Young Avengers,etc.

I have a feeling this scene (with the one described by GNR4Life) is probably the prelude to the heroes choosing which side of the civil war they will stand on.
