Watchcats (Watchmen Parody?)

I was looking around Wikipedia and found this cover in the Watchmen article.

I looked around the net, but the most I can find out is that it's thirty two pages long. Has anyone read this? If so, what's it about? Is it a Watchmen parody or something?:confused:
