Comic book villains you will never see in a live action movie

What comic book villain(s) do you think will never see the light of day as a main villain in a live action movie?

One, I believe, is Toyman from Superman. He's just a guy that attacks with toys. He's almost like a poor man's joker.

And as much as I hate to say this I don't think we'll ever see Carnage in a Spider-man movie, unless they decide to make it rated R, which will probably never happen and fans probably do not want to see him toned down.

X3 should have been Apocalypse along with the Dark Phoenix Saga. We were done with Magneto in by X2.
