1. Vic Mackey/The Bluth Family- I couldn't pick between the two, and I just love the characters for such varied reasons (Vic for the drama and suspense and the Bluths for the comedy and heart warming moments they have)

3. Dutch- Next to Monk, Dutch is the best detective out there. Even Mackey respects his skills.
