Well, it says comedy in the description, and I would say, because of the cast's names most likely a cheesy Mexican ripoff, no doubt trying to take advantage of Batmania due to the popularity of the Adam West TV show at the time.

i'd really be interested in seeing Batman vs. Dracula (1967) if it can ever be found, but i've not had much luck digging it up, unfotunately...
