I'm pretty sure it's not. It looks really close, but the image of Hiro just doesn't look like Turner's work.

EDIT: It is Turner and someone else. My bad.

That blue thing on top of the brick building does not look like a person. Its more rectangular, probably something like a pepsi vending machine or curtains for the windows. Plus if its was a human being, he would be a really tall and a very big person.
