I think it is a mataphore meaning or sign that things are all about to change for better or worse like black and white. It may also be the source of how they started getting their powers cause everyone noticed somehting strange was happening to them on that day. So thats what I think it is in the story.

yes he painted it 2 weeks I think before it showed up. I just we he stopped using to use his power and actually learn to control his power with out using those drugs. My little cousin watches the show and he thinks if he uses drugs he can paint the future too. i told him he is retarded.

Per an interview with Tim Kring, it's just a significant visual milestone to kind of tie in everybody together with a common timeline. Whether or not it actually has more significance remains to be seen.
