I think we can mostly agree:

Also, Cillian Murphy is really creepy to me:

And bizarrely, I thought Elijah Wood was pretty creepy in Sin City:

^ Ian Holm (Ash) is creepy in From Hell too. He plays Jack the Ripper!

Heh very true.
I was almost expecting him to turn out as the bad guy in Fifth Element as well. He always seems nice and friendly but with something going on underneath. Great actor.

The rest never bothered me.

The Tooth Fairy Killer from Manhunter / Red Dragon. The most brutal killer in all of film history. Horrifying.
John Ryder from The Hitcher is a close second.
And for more obvious picks, Norman Bates, Lecter, Spacey in Se7en, and even though he was a cartoon all along, Judge Doom.

The movie may not have been good, but when was 5 and saw Clancy Brown in Pet Cemetary 2, I couldn't watch after he came back from the dog attack. He also crepped me out as Kurgan. Kinda of funny that he does the voice of Mr. Krabs.

You didn't like him in The Departed? He was ****ing hilarious. The banter between him and Wahlberg was the best thing about that movie.

Not exactly a film character, but the Crypt Keeper from the Tales From The Crypt live-action show used to frighten me senseless as a kid to the point where I'd panic if I so much as glimpsed him.
Reverend Kane from Poltergeist II: The Other Side is another creepy character. He alone made that film scary.

Both characters were quite tame compared to Francis Dolarhyde (either Noonan's or Fiennes' portrayal).

Lol. I thought that little girl was better than Culkin though. She was more on a par with that kid who played Damien in The Omen.

I thought that neither Noonan nor Fiennes pulled it off. The "Dolarhyde "on the page was scarier than both of them. Granted it's a tough part to pull off.
Noonan was probably better though, but I'm not that big a fan of Manhunter. Fiennes, a great actor, was just miscast imo.

Yup.
Also Anotoly Dobrinyn (played by Elya Bashkin) in 13 Days. He wasnt a villain, really, but he was the only Russian in the film and represented the whole Soviet Union during the Cuban Missile Crisis. He was too calm and reserved as he talked with Bobby Kennedy.
