No he can't, he can just manipulate molecules and perceive time in a weird, spooky way. Galactus can manipulate reality, molecules... pretty much anything he wants. And blow up entire solar systems if he's really angry.

I don't think Galactus can destroy Dr M though. Maybe he can just eat him.

Dr, Manhatten cannot be destroyed, he can teleport anywhere in the Universe in an instant, he can exist in past, present and future, he can see past, present and future, has telekinesis, is Immortal.
