Mandarin was obviously inspired by Ming the Merciless in the old Flash Gordon comic strips back in 30's, rings, techy sci-fi weapons and all...

There's also someone who looks a bit like Dr Doom in that first video.
And Timothy Dalton looks like comicbook Tony Stark himself.
