Most powerful non cosmic hero is probobly either the Sentry or the Hulk.
With cosmics included I think its Silver Surfer.

Black Bolt is the 2nd most powerful non cosmic, stated on panel (the one who was above was not confirmed)
The first I belive would be Sentry as it was said, by Spider-man, that he fought Galactus a standstill, also he had the power of a million exploding sun's, that's almost all the power in a galaxy.

If it's a matter of choice...Thor. As odd as it seems, the original Thor stories by Stan the Man fashions him to be a bona-fide god on Earth before the Odinforce was even conceived. I'd love to see WWH end with Thor just appearing out of no place and blasting a hole through Jolly Green's backside. To me, I think "most powerful" and I think "Thor".
If it's a matter of fact...tie between Hulk and Sentry. Marvel seems really vague on this, though they're now claiming that WWH Hulk >>> everything else.

There is one person who could beat Goku easily... the first Famine. With Gokus gargantuan appetite her ability to make someone starve to death instantly would zap his power levels down to nothing in an instant.

Go to Marvel's website and check out what Marvel says about Hyperion's strength level compared to Gladiator's. Big difference.

I find Iron Man to be the most powerful. Because, he adaptable to any situation he comes across, if there's hulk destroying a city he gets his hulk suit and pummels him with strength and intelligence which the hulk has nothing of in his rages. Some might say to this that "ohh what if the hulk finds him first". Well then they have forgotten his portable suit which he can use to fly away and get his big suit. Iron Man is the most well equipped super hero and has no apparent weaknesses,(if you don't count narcissism, Which he has a bad case of at least in the movies, although he's mostly 16 in the comic books.)Tony Stark is also considered the smartest scientist in the Marvel World. (can't speak for DC)

Reed is definitely on top, but I would think that McCoy and Pym would be tied at number 2, with Tony slightly under them.
Tony is a genius, but McCoy and Pym both deal with sciences that are far beyond what Tony messes with. (I'm not sure how Marvel sees all of it, but this is my take on the intelligence line.)
Also Forge would run circles around Tony when it comes to technology..in fact, so would the Fixer.

Eh, at the end of the day, it's pretty impossible to state who's smarter or stronger or whatever. Different characters have different fortes and do different things better than others. Now I just tend to lump Reed, Tony, the Hanks, and others into one big "super-scientist" category and accept that any one of them can come up with all kinds of crazy, sci fi wackiness with their brains.

If you read Iron Man comics, now Tony brain got amped by his chest tokamak reactor just like how the reactor "upgrades" Tony Stark in the movie. That should make him closer to Mr Fantastic intelligence level now, who also gets empowered by his stretchy brain.
Anyway even with out the upgrade Tony seems to have that focused cunning most heroic Marvel smarties lack.

You do realise that most of the time even with the Hulk suit, Iron Man loses....
However, this is not me saying that the Hulk is the most powerful which he is not.

Ghost Rider defeated Dr. Strange quite a few times. Even in the 90's, Dr. Strange enchantments used to contain GR proved fruitless.
