on second thought, i think I'll point out the differences
first off, you can clearly see her cleavage because of the less clothes, also you can see the shoulders, and from the looks of the comic pic, she's definitely wearing a thong, so you would probably see her @$$ as well. and also from the looks of it, most of her back would be visible as well. now this being a kid show, I don't think i want to see something like that on Cartoon Network

I like Rae too, but she is a cartoon and she is currently dealing with 'the Prophecy' so she doesn't need stalkers right now. Plus, she's got Robin (Birthmark) and BB (Nevermore, Beast Within) going after all, but of course, Robin's true love is Star (mostly every eppy), so there's just Gar (BB's real name) left, but he's devoted to her, trying to make her laugh and smile, just like the opposite of her that he is. Anyhow, I shouldn't say I love Raven, because:

1. She's a cartoon and cartoons don't exist outside of the TV/comic worlds they inhabit.
2. I have a girlfriend, who weirdly, enough is like Raven in so many ways (she acts gothic, even though she isn't; she has abusive parents; she has pale skin--due to lack of sunlight; she reads and is quiet most of the time, etc.) it's not funny. And this is coming from one who is almost like Gar it's not funny (see the bb/raven thread for info on me).

Metropolis is based off another big city town, this one littered with newspaper places and phone booths apparently (lol). But, back to the Titans, TitansGO!--the comics based off the show--clearly stated that Jump City is the city the Titans protect and that it is modeled after San Francisco, because the creators said so.

Plus, comic canon proves that BB and Raven do get together in a sense; albeit they were mere "moments" like those seen in Nevermore and Beast Within, but they were there nontheless:
