Meant to do a poll but picked the wrong option.
I vote YES.
Hannibal Lector runs him close but I give Ledger's Joker the nod.

My top 5 list would be:

1. Darth Vader - The Empire Strikes Back
2. The Joker - The Dark Knight
3. Anton Chigurh - No Country for Old Men
4. Nurse Ratched - One Flew Over the Cuckoo's Nest
5. Reverend Harry Powell - The Night of the Hunter

He's definitely up there but not the top villian.

My Top 5:

1.) Bane - The Dark Knight Rises
2.) Prince Nuada Silverlance - Hellboy II: The Golden Army
3.) Ra's Al Ghul - Batman Begins
4.) Joker - The Dark Knight
5.) Two-Face - The Dark Knight

Runner ups: Raoul Silva, Captain Vidal. Raoul got runner up because I wasn't impressed with him when Bond first met him. The interrogation scene and everything after were superb. Vidal was a nasty piece of work with a serviceable backstory.

Joker and Two-Face tend to switch places after each viewing.

3) Empire Strikes Back - Darth Vader
4) The Matrix - Agent Smith
5) T2 - T1000

Honourable mentions
No Country for Old Men - Anton Chigurh
Die Hard - Hans Gruber

Nah. He's good but not that good. Michael Corleone would be my pick. Maybe the best character ever put to film, hero or villain.

I don't know about greatest cinematic villain of all time because there's a lot of great villains. But he's definitely the best comic book movie villain of all time, IMO.

As in villain, do you mean antagonist, or just an evil guy? If its the former, he's pretty damn close. If its the latter, still high, but not as High.

He's up there. Especially if we are only talking about blockbuster-type movies.

Joker, Vader, Khan, Loki. There's so many good ones.

If you feel that he's the best villain I won't even try to argue. TDKT fans are intense and passionate (I love BB and really like though not love TDK).

But what I see of the listing and rankings so far are posters for the most part that are either very young or have insanely short pop culture memories.

Popularity ? No. Vader.

My favorite ? No. Frank Booth , Harry Powell , Bates , Alex delarge or Ryunosuke Tsukue

Best in a comic movie ? Probably.

Greatest? Who is the greatest cinema villain of all time? How do you even begin to answer that? You may as well ask someone how long a piece of string is. I don't think you can ever truly work out the best ever villain due to them all being different and bringing something unique to the screen. One thing I think is agreeable is TDK's Joker is among the group of most memorable villains in cinema, but that group is still a rather large one and difficult if not impossible to narrow down to find 'the greatest'. Anyone who says The Joker from TDK doesn't deserve his place at that table is looking for an argument. If you're talking superhero films it's not even a contest, it's basically Ledgers Joker, huge gap until Nicholson's Joker with the rest fighting it out for Bronze.

There are a TON of superhero villians I prefer to Nicholson's Joker. To say Nicholson is the second best comic book movie villian is crazy. '89 Joker isn't in my top 10 for comic book villians.

Did any of them have the same cultural impact? If you personally don't think he's that good that's fine, but you can't honestly sit there and deny that he isn't considered one of the great villains in cinema.

A great performance is an actor that loses themselves in the part. Joker was Jack Nicholson with make up on. Nicholson does Nicholson IN MAKE UP.

That's your opinion, that's not the reality though of where his Joker stands.
