I think DC stopped him. I mean the guy was halfway done then few months later he announces it wasn't Batman anymore but something else.
I think DC was worried about the bad press it would provide. Even tho ultimately it would have been the usual political desire from Miller, perhaps it was racist too abit? Who knows. We're getting something awesome from Neal Adams and his buddy Miller is helping him out. =)
