But I think that was in keeping with the era that they tried to make the film set in. Bad guys were bad guys and you didn't need to sympathize with them. Just like you didn't need a tortured hero. They just did the right thing....because it was right.
You cheered the hero and booed the villain, and Cap certainly is Marvel's tie to that era.
