I got the impression that Bob was just scared cause he was in the line of fire and didnt expect Jack to shoot when he was right next to them (btw Uslan hinted its not Bob but Chill). And again, those guys were gangsters with expensive suits and leather gloves, that and the fact that the early script flat out said its a hit is more than enough for me. Not to mention Chill was a killer for hire in both pre and post Crisis universes
