Justin Hartley, who played the character on the CW’s Smallville for several seasons, is not attached to the new project. Arrow marks the second pilot order for Berlanti and Guggenheim this season along with the Fox legal drama Guilty, written by Guggenheim and executive produced by him and Berlanti.
