I wish Stephens was in TDKR as well, but during the eight-year "peacetime", TDKR made it seem like the Major Crimes Division was slowly decreasing in numbers. Perhaps a reason why Gordon would so quickly upgrade a patrol officer to a detective. Stephens probably left or retired and it all seems like Ramirez just ran off after her confrontation with Dent since she wasn't even shown while Gordon broke the Bat signal at the end of TDK.
