I'd say Falcon and Ms. Marvel are the most likley candidates, yes.

As I said in the Ant-Man thread, it's unlikley, but Pym could be introduced as Ant-Man in TA2 and then Edgar's film could still be about Scott Lang, with the whole To Steal an Ant-Man story. It gives us Pym and then Wright can make the film he wants to make without fans raging about no Pym.
