Blake asks Bruce the first time.
But there's a difference between going out once in a while for on-the-ground work, ie as Matches Malone, vs going out as a symbol and all. Bruce doesn't mention using the mask as a symbol for its reason for existing - it's for practical protection reasons.
I think Robin being a new Batman is up in the air.
