Because I felt like the film was telling me that Banner had absolutely no control when he was the Hulk, and then at the end he appears to have at least partial control.
That's kind of the problem with only having two Hulk-outs to go by. You just have to look at the circumstances of each situation to see the difference. If Banner transforms willingly then you get a Hulk who will even take orders. If he's forced and it's something he fights then Hulk is a wild dog.
