It's an unknown actress cast as Lois Lane (Amy Adams is actually playing Lana Lang).

Seriously though, I asked that question yesterday. I scoured the casting list on IMDB and the only brunette I found that makes a little sense in context of the scene was:
Christina Wren... Captain Carrie Farris (as Christina Ghubril)
???
