I think Marvel's going for the slow burn. Keep in mind that they did just introduce about
7-8 new heroes in Phase I. Iron Man, Cap, and Thor still have plenty of stories to tell, and as Marvel's most popular characters (Hulk notwithstanding), there is great value (monetarily and creatively speaking) in developing and revisiting them in sequels. I will not fault them for wanting to establish and validate those franchises in the midst of continuing to take risks and start new ones (GOTG, Ant-Man, Dr. Strange, etc.). So it's not so odd to me that they're taking their time.
