I can't recall anything where it's been stated that he wasn't. Nick Fury technically restarted SHIELD in
Secret Warriors and gave Daisy Johnson the reins, but as of Marvel NOW it appears that Hill is the director again. Whether that was intentional or someone along the way mistook Daisy for Maria, who can say? Either seems about as likely as the other given Marvel's editorial 'prowess.'
