He definitely is, but so are the Æsir in general. It's shades of grey, this good vs bad, because in the past both Odin and Thor has justified decisions that way. To paraphrase Surak, the needs of the many outweigh the needs of the few or the one, but what one believes is for the greater good may not be the case for another.
