People complain over her "Todd Struck by Lightning" delivery in 2000 and her ever-vanishing African Accent. Some say she's too short (but 5'9 for a woman is tall, put her in heels and she'd reach Storm's 5'11 height with no issue) and her overall "softened" approach. Even I admit her lines weren't always delivered well.

But I've never heard anyone complain about her action sequences, especially in X3 where she was a bad b**** to mess with. I seem to recall she did all of her own wire-work, including those spinning sequences in Jean Grey's neighborhood. She was all about earning her keep on that production. So I think more people want her (the character) back than not. My concern is that the character is included--and if that means Halle Berry embodying her again, so be it.
I don't know why we have to keep explaining ourselves, the evidence is clear. Based on just the movieverse Storm has every reason to be a part of this film. There is no reason why she shouldn't.

No matter whether people like Halle Berry or not she is Storm and will be the actress portraying for the time being. She is also one of the stars of the franchise as has been pointed out. Her exclusion from this movie will not be because she doesn't fit into the story but because Singer does not want her.
