Everyone in Gotham will be scratching their heads. It just doesn't make any sense. The only thing I can think of is if Bale's Bruce is taking the Batman Incorporated approach (multiple Batmen), but even there he can bring in anyone else to fill in the Dark Knight's shoes exclusively for the Justice League. Yeah, I just can't see this happening.
Bruce could return because the world is in trouble? If Gotham was attacked again on the size and scale of Bane's or Joker's or Ra's' attacks, even if Gordon had retired, would you expect him to sit on his ass? Bruce was a beacon of hope to one of the greatest cities on Earth, his return could reignite that hope in a world where the flame had seemingly been extinguished.

If Nolan wanted to take a literary example, like he did with Tale of Two Cities for The Dark Knight Rises, he could liken Bruce donning the cowl for war as to that of King Arthur in The Once And Future King.
