It's fairly standard for movies to use completely fictional presidents who may bear little resemblance to the person currently in office. This is particularly true when the president is going to play an active role in the events in the film. In this case, if rumors that the president is assassinated by the Mandarin
are true, then Marvel would not risk portraying him as being in any way similar to the real president. That is a very sensitive issue that no studio wants to get involved with, no matter who is in office.
