I think if he's a high ranking SHIELD commander in modern day then it would make me question Sam Jackon's role in the movie. Wouldn't he be a M-like figure to Cap in the modern day era? I mean if he were to defer to a subordinate to relay missions to Cap then wouldn't Fury simply have Maria Hill do that? Plus I don't see Redford simply playing a subordinate to Fury.

I think we may see Redford as the head of another part of SHIELD or even as part of the World Security Council.
