I was kinda wondering about that, too. Looks like they decided that Hill (or Cobie) wasn't a strong/interesting enough character to take Fury's place as Director, so they're opting for a much more interesting and accomplished actor to fill that role.
It might not be a case of Pierce (Redford) making a power play against Fury here, though --- he might just be the guy who replaces Fury after he gets fired/presumed to be killed or whatever. Pierce might not hold any animosity (or any feelings good or bad) towards Fury at all: he's just the new boss.
