I seem to remember Shane Black saying that they weren't going to use Mandarin. But there was a huge fan outcry demanding Mandarin across the internet. So they found a way to wedge a sortof Mandarin into the actual story that they wanted to do, just to please the fans. Turns out this Mandarin doesn't have much of a resemblance to the comics character. He's a facade.
Does that pretty much sum up how this happened?
Remember at Long Beach Comic-Con in 2011 Black didn't seem enthusiastic at all about the idea of using Mandarin as a villain. He shot it down pretty fast as a "racist caricature."
