It is a coif. He is quite obviously wearing it underneath the actual helmet. The fact that they added wings to it doesn't negate that at all - the costume designer probably wanted a unified look incase Whedon wanted to see it sans helmet...I'll go as far as saying that it is possible it started out as the actual cowl, but at the end if the day, in the final film, it's a cloth headpiece he wears under a tight helmet, ergo, it's a coif.
