Congratulations on misquoting and then missing the point.
He says "Batman could be anybody". He doesn't literally mean BATMAN. Batman is being used as a synonym for 'hero' there. Meaning anybody can be a hero. Meaning it doesn't matter who was actually under the mask, just that it was a citizen of Gotham who stood up against evil... That even the more normal people can be good.
