No, an East London gangster, in the stereotypical mold, belongs to a particular cultural subset, which is not permeated merely by the circumstances of pursuing a criminal career. I haven't played the Batman computer games, but I have listened to the "interview" files, so I know enough to know that their version of The Penguin is a significant departure.
Aside from this, The Penguin has been riches-to-rags-to-riches, and plain rags-to-riches. Both are legitimate interpretations. But he has never been a naturalised member of a specific culture's established "mob". Turning him into an East London gangster is akin to turning him into a Triad.
