Red Skull was too much of a one dimensional villain, i don't think i've read any comics with him but from what i see of his past and heard from his comic prequel it seems like he was one hell of an interesting villain, and they had a great actor, it's unfortunate that they went with such a weak villain.

Shaw wasn't really anything special either but i myself found him more interesting, Kevin Bacon's performance also made him different from most other comic villains we've seen.
