I just think it sounds backwards. I think it's more likely that they went for making a fun action movie (which is in line with several previous movies) and the depth of the story was an effect of that, rather that they had a story and then changed things to make it funny late in the process.
I'm not arguing against your opinion though as I have no problems with people thinking differently than me about the movie. Just to be clear.
