For the same reason he had an Iron Man proxy in the beginning of Iron Man 3. So that he can do something else (in this case, Pepper), and still protect the world or whatever. Giving this proxy a human element Jarvis-style and keeping it out of SHIELD hands, makes sense, but that doesn't mean he's not motivated to create the thing.
