i have not read hte comics, but have watched the movies, the cartoons and played the games.. i was wonding what evil muntins are the strongest

if you could list their ability and where they rank with power

mr sinister
jugg
omega red
shadow king
apocalypse

then i know theres all the smallers ones like
blob
toad
pyro
mystique

but i wanna know about the big ones

somebody who's really really smart be more powerful then someone who's really really strong. You can outthink even the most powerful opponent.

I think their point is that there is no definitive list of who is the most powerful. Power levels of characters are very much a matter of debate that we can only speculate on.

Apocalypse is presumably the most powerful of the characters you listed, but Magneto defeated him in battle once? Does this make him more powerful? Not really.
