I've just read the first edition of Iron Man
irector of SHIELD. First of all i don't understand how IM can be de facto leader of the world's superheroes?I understand that the Avengers/FF are primus inter pares(first amongst equals) amongst Earth's superheroes (not just North America's) but at the end of the day,they are either US citizens(by birth or naturalization-pace the late Scarlet Witch, Quicksilver and Black Widow) and they are domiciled in the USA. I can understand why longtime allies or neighbours of the US( Canada, the UK, Israel) would be inclined to pay ball( but what about groups such as The Winter Guard in Russia- which under Putin seems less willing to cooperate than say under Yeltsin)with the SHRA. What about heroes/heroines in places such as Mexico, Latin America, Africa, the Middle or Far East.) Also isn't SHIELD an essentially American institution whose Director is required to be not just an American but answerable only to the US President? What if this force of registered heroes is sent to say, Darfur- wouldn't this be an infringement of Sudan's sovereignty? All these issues have not been discussed or resolved? Terry |

apearentlty there is some confusion among marvels writers whether SHIELD'S SANTIONING BODY is the u.s or the un due to shields depiction in the ultimate universe as an american agency where the standard 616 has had shield as un sponsored since the clinton administration

You are correct of course. Whether SHIELD is an American body or an International(sponsored by the UN) one is as yet unclear(hopefully it will be cleared up in succeeding issues). With globalisation a reality, the latter seems more likely. My only question is:what happened to longtime director Nick Fury( much like Steve Rogers, he's basically an old warhorse that derserves to be put out to pasture after a long and honourable career)? I think the official explanation is that SHIELD was a NATO like project of the United Nations security council.
It was allowed to operate in Chinese and other territorial locals even during the Cold war because HYDRA was a threat to everyone, even the Soviet Union. The implications are SHIELD is allowed to operate domestically by the United States government because they're primarily US funded. I imagine that only US agents are able to work in the US though. |

SHIELD seem to have no issues going into other countries for their own gains - well at least that is what I have seen. Not really sure how many rules apply to them.

SHIELD is not an American organisation - they are a worldwide security peace keeping force, so they are not restricted to just working in the US
