It's from the DC Dictionary, which was from a series of books from the '70s designed to help kids read.

The plan failed. Lex dropped of of the cakes during the escape. He left behind one of the cakes while running. Now he has 39 cakes. That's not as much as 40. And that's terrible.

Pretty much anything I see Lex Luthor say something I hear his voice. About the same way I usually hear Mark Hamill's when Joker speaks and Kevin Conroy with Batman. God, I miss the DCAU.
