No! I mean the truck carrying Optimus and Ratchet is Megatron.
He has just kidnapped them and ties them alongside Energon barrels rigged to blow up inside robot warehouses at two different parts of the city.

Sam drives Blurr but can only save one.

Since Rachet can pretty much change his appearance at will then he can be any color that he chooses to be, but I don't know why he would want to look like crap though. There are Rachet toys that are green but definitely not that color of green.
