I can understand the lack of cowl for Catwoman as they based the character on Juile Newmar's Catwoman, but I find the high heels for Catwoman impractical as she will be doing running and jumping.
Why High heels are needed for action scenes anyway ?

I'm not at all surprised nor confused by it. They resemble the shape of a cat's leg and paw. Plus they double as a weapon. And for all we know, they may collapse into the foot (similar to how a cat's claws retract) when she's doing the more agile stuff.

I don't think a burgular is really always on the look out for a possible fight or action. I thought it was apart of their occupation to avoid such things so her being in heels doesn't bother me to much especially since they probably have function to the story.

We saw Batman dive through a window of a Hong Kong skyscraper and use that cell phone sonar thing...I think we can suspend some disbelief for her running in heels assuming they don't retract.
