Those are from the second movie, the toon has Bebop & Rocksteady

During the last season of the original Ninja Turtles toon ( 1994-95), Tokka and Rahzar were introduced in the series with Tokka still stupid, but Rahza being vicious.

It was the only episode they appeared in. A mutant hunting task force was capturing mutants all over New York, and Tokka was one of the ones caught, and Rahza wanted to save him.
