Do you mean when he stole the Batmobile? He never had control over it like he did in Returns. He just swiped it from Batman and drove around in it himself. That happened a few times in the TV show. Villains stealing the Batmobile.

What happened in the second episode of 'the Penguin goes straight' was that Batman rigged up a trap in the bat-mobile, so that when the Penguin stole it, Batman took control of it, so it was the reverse of what happened in Batman Returns.
