Ledger's Joker is without a doubt,one of the greatest. I don't know if I could rank anyone above anyone else. I think when it comes to villains it really depends of the impact that villain had on you(or the person watching the film/TV show;etc). Personally,along with Ledger's Joker I love:
-Freddy Krueger(esp. for the 1st and 3rd Elm St. films) -Hannibal Lecter -the Wicked witch of the West -Christopher Lee's Dracula

Scar from the Lion King was a great villain and he could sing, but as for Joker being the greatest villain of all time, I might have to disagree. I'm gonna wait till I see Bane, cause I think he's gonna be the greatest villain of all time

The best film villain ever in the history of cinema? That is a heck of a lot of history and a crap-load of villains to wade through throughout the history of movies. I'll say he is up there but 'the best' is tough.
I'd say out of all the batman movies in history this joker was definitely the greatest The original '54 Godzilla was a great villain.

Max Cady is underrated. Particularly for when the original movie was made. To have an unabashed abuser of women and child predator like that take center stage must've been truly terrifying back then.

Yes, a very racy proposition for the time and portrayed chillingly by Mitchum. I actually found him even creepier in 'Night Of The Hunter'.
