In that you have a real world setting with the ape characters in cgi. Why not make advanced cgi turtles but in the real world? I felt it worked out great for POA even though I was a bit nervous they were taking away the make up effects. It worked out.

You mean motion capture? If so, they are using what rise of used in the film. The co-creator said that in an interview. The same interview said that the fighting style will be like the Radi and another movie with Jet Li. SWEET KUNG FU!

Why not just use whatever worked in the first film. In 90. That was perfect

Practical suits, mild to heavily polished with CGI.
