If BW is being somewhat close to SJ's real age, then she would have only been maybe 5-7 when the Cold War ended and the USSR collapsed. I don't think that's much of a chance for her to have a relationship with Bucky/WS unless he was maybe a trainer of her's as a kid (BW did say she was trained young.)

Or Winter Soldier trained her after the cold war ended.
