Zemo, Lukin or Strucker will be Emperor Palpatine. A true, unrepentant villain who drives the Vader's actions, and is ultimately responsible for wrongs done. However, he is less visible.

Crossbones will be a little like Tarkin, in being of comparable station to Vader. But mostly he'll be Bobba Fett, in receiving no true character development and just being intimidating and looking cool, but hopefully he gets to do something interesting.

Zola? I think he'll show in flashbacks.

Your comparisons seem to be right on the money, but I think Zola will show up both in flashbacks and the present in a robotic body.

while Joe Johnston who helped with the look of First Avenger did work on Star Wars.. this isn't Star Wars by any means.. it sounds like the writers just reworked the original drafts from the first film.. when it was originally set in present-time only to be scrapped for the film to be entirely set in WWII.. old concepts are likely being blended into a post-Avengers world along with Winter Soldier plot being mixed into the pot.. Zemo and Strucker were in those drafts so I expect they'll show up..

Stephen McFeely and Christopher Markus mentioned this in an interview with IFC.. however, they also jokingly mentioned Modok as well, so who knows..





There were a few classic villains that were planned for the first film, only to be removed in subsequent drafts. The pair previously revealed that evil despot Baron Zemo was in an early draft, but he wasn't the only sinister side character in those versions of the script.



"Baron Strucker was in there for a while, but he wasn't doing enough to justify wasting him in the film," said McFeely. "We certainly tried things, and ended up settling on the more useful Red Skull and Arnim Zola. But they're all still on the table," he teased.

I feel like Zemo is more likely because if you have Strucker you need to include Madame Hydra.. which is really starting to make the film bloated with characters...the resurrection of Hydra would be better suited for a third film since Marvel is doing a similar thing with the Ten Rings in Iron Man 3..

I feel like Madame Hydra could be the second in command for Strucker doesn't need to be combined with Sin.. they're already using a version of her (Viper) in THE WOLVERINE...



considering Sin is the new Red Skull she has enough of a backstory to be her own character..

If they want a female villain, Marvel *needs* to get Ruth Wilson. She gives me chills on Luther. Hell, I wouldn't mind her as Amora - she'd have smokin' chemistry with Idris, at the very least.

Or cast Wilson as Sharon. Or Sin/Mme Hydra in the next Cap movie. I don't care

she was rumored by a UK tabloid for being in the running for Ms. Marvel so you never know.. plus she is now Disney alumni with Lone Ranger..

Ok, I didn't know Holloway was up for Crossbones. I just remember him and the guy from Game of Thrones were mentioned, and it might or might not have been for a villain role. I'm a bit out of the loop.

I think we will see Zemo before all is said and done and I hope he is the mastermind behind Winter Soldier and Crossbones. Maybe Toby is just for flashbacks.

What I would like to see is Zola brought in as an amalgam Zola/Modok character. Make him the founder of AIM sometime after Red Skull was defeated. Obviously AIM is introduced in IM III so it would set up nicely. AIM could have been working on stuff for Ten Rings and Hydra (if the organization is still around) and would make for some good geopolitical storylines between Shield/AIM/Hydra.

Even if he's not a major player in Winter Soldier I think he would make a good villain for Ant Man honestly. If its going to be a "High tech spy thriller" like was stated, then AIM would be a good major player/villain for him.

It was never said who Holloway or Waldau were specifically being cast for. Some people are just assuming that, since we haven't heard anything more from those rumors after Grillo was officially cast, that one or both of them might've been in the running for Crossbones, too.

Yeah.
Right now, the only things we can say for sure about the cast:

*Evans is back. Obviously.
*Scarjo is back as Widow.
*Samjack is back as Fury.
*Stan is back as Bucky/Winter Soldier.
*Mackie is Falcon.
*Grillo is Crossbones.
*Jones is back as Zola.
*A "female lead" is still being cast.

Everything else is conjecture.
