I've read bits and pieces. It seems to me that the biased investigator, hired by the family is just accusing the Freeh Report of being biased (while providing little evidence to back that up).

Yes, it's really just an attempt by the family to clear his name.
The real issue isn't so much if Paterno/Penn did what was required of them by law, but that they didn't do enough morally. I.e. the law could have done more if they did as well. So the best that Paterno defenders can do is find a loophole to hide behind. And if they do...sorry but everyone can still see you.

His son states that his father didn't know about the investigation in 1998 and states that it would have been illegal to discuss the investigation. I just don't think with his stature that he would be unaware that Sandusky was at least being investigated by the police.

So in 1998 ,when the university police launched an investigation into Sandusky, leading to his resignation shortly thereafter, Paterno knew nothing about it? That's akin to a company's CEO not knowing about a tax audit on one of its accounts.
There would have to be some sort of conspiracy undertaken specifically to conceal its very existence from Paterno.

Well here's my opinion:
If the Freeh Report is true, Paterno was in the know and thought the integrity and name of Penn State was more important than the children who's lives are ruined and turned a blind eye to Sandusky. If the Paterno Report is true, Paterno is a naive, incompetent man, who didn't know what to do and decided to do the littlest amount of effort required. Either way, neither paints his legacy in a positive light.

What I thought was funny is when I saw Jay Paterno talking to Skip Baseless and Stephen A Smith was he said that Sandusky and his dad didn't get along when he retired. I wonder why Jay?
